What is Trap-Neuter-Return (TNR)?

Trap-Neuter-Return is a humane and effective approach to managing feral and stray cat populations. Here’s how it works:

Trap: Cats living outdoors in colonies are safely and humanely trapped using specialized equipment.

Neuter (or Spay): Each cat is taken to a veterinarian for spay/neuter surgery to prevent future litters.

Return: After recovery, cats are returned to their original location where they are familiar and comfortable.

Why TNR Matters:

Without intervention, feral cats continue to reproduce, leading to overcrowded colonies, disease, and starvation. TNR is the most compassionate solution—it improves the lives of cats and benefits the community.

Trap-Neuter-Return (TNR) Program

The Municipality of the County of Annapolis offers a Trap-Neuter-Return (TNR) program to help manage feral cat populations humanely. This program involves safely trapping feral cats, spaying or neutering them at a local veterinary clinic, and returning them to their original location. By doing this, we break the reproductive cycle, prevent colony growth, and improve the health of these cats.

How It Works

  1. Apply: Annapolis County residents who have feral cats on their property can apply for the program.

  2. Get Approved: If approved, you’ll receive a certificate and borrow a live trap from the County.

  3. Schedule: Coordinate with a participating veterinary clinic for an appointment.

  4. Trap & Transport: Trap the cat and bring it to the clinic on the scheduled day.

  5. Care Provided: Cats receive spay/neuter surgery, FIV/FeLV testing, rabies and core vaccinations, and an ear tip for identification.

  6. Return: After recovery, return the cat to your property and provide basic care like food, water, and shelter.

Program Terms

  • For feral cats only (not owned pets)

  • Applicants must provide ongoing basic care

  • Must own the property or have permission

  • Cats must be transported in County-owned traps

  • A refundable deposit of $25 per trap is required

  • All cats will be ear-tipped to show participation

  • Pregnant or nursing cats may be altered based on vet recommendation

  • Additional medical care beyond the program is the applicant’s responsibility

Important Notes

  • The program runs Spring through Fall, weather permitting

  • Limited traps are available—prompt return is required

  • This program is not for personal pets; for help with friendly strays or adoption, contact local rescues

  • Applicants should consult neighbors before starting to ensure community support
